Is it OK to use dried, brittle leaves as a topping of by bedding. These leaves aren’t composted or broken down yet; but no longer contain any green.

Yes, the worms definitely love leaves !
The only proviso is that, if it is an indoor bin you may bring in insects with the leaves; if that worries you, then use brown cardboard and newspaper for your carbon sources.
